On July 19, 2023 the Office of Management and Budget (OMB) sent a memorandum to the heads of executive departments and agencies, titled Broadening Public Participation and Community Engagement in the Regulatory Process. The memo describes a Biden Administration goal to better inform and engage the public, and specifically underserved communities, prior to issuing regulations. The changes outlined in the memo are to be implemented beginning with the Fall 2023 Regulatory Agenda.
